So a friend of mine hit a tree last night and shattered the fender on his Saturn SL1. No idea how to go about replacing plastic, but that's not the bigger problem. I haven't looked at it yet, but according to him, the front passenger tire will rotate, but not turn. I have no idea what could cause this. My initial thought was a broken tie rod, but that wouldn't cause the wheel to rotate, but not turn would it?

Tie rod shouldn't effect rotation. It connects the steering rack to the wheel so it would cause it not to turn.

Tie rod (inner, outer, or both) broken or ball joint on outer tie rod popped out. Tire will still rotate but that one side will not turn.

As long as you have a replacement fender for the Saturn, you should be fine with replacing it, as the panels are only held by bolts and clips.
As for the wheel not steering, It likely could mean a tie rod or ball joint. Since your friend crashed the car, I'm guessing either the tierod popped out, or it snapped off. To know for sure, you need to jack the car up on the side that has the problem. Also, when the tierod is missing, the wheel could all the sudden turn the other way when driving.

Tie rod or ball joint would both cause that issue. I'm thinking tie rod.
